Criteria of eligibility

Transnational Access Programme

Lasers4EU and its participating institutions accept users within the Transnational Access Activity of the EU Horizon Europe research and innovation programme – Access to European Research Infrastructures – European Commission

The Transnational Access Programme is subject to certain restrictions on the eligibility of users based on the location of their home institutions.

Who is eligible?

‘User groups’ from any country worldwide are eligible to benefit from access to the infrastructure under the EU contract, if they fulfil the following conditions:

  • both the user group leader and the majority of the users must work in a country other than the country(ies) where the research infrastructure is located;
  • only user groups that are allowed to publish the results of their access projects according to open access requirements can benefit from transnational access, unless the users are working for SMEs.

In addition, Lasers4EU will not consider proposals submitted by an applicant affiliated to one of the Lasers4EU Access Providing Infrastructures (API) as eligible. Scientists affiliated to one of these APIs are not considered as Lasers4EU users if they participate in access projects. They cannot therefore claim reimbursement of their travel and accommodation expenses from the Transnational Access Programme. However, they are eligible to apply for Joint Experiments and to Short-term R&D projects.
